2025 Grants Challenge

Destination Rebuild

Most homeowners who’ve lost everything in a wildfire are still stuck—not because they don’t have information, but because they don’t know what to do with it.
Destination Rebuild helps fire-impacted families figure out if they can afford to rebuild, or if it’s smarter to sell, and then walks them through every decision, every dollar, every step.

What is the primary issue area that your application will impact?

Wildfire relief

In which areas of Los Angeles will you be directly working?

County of Los Angeles (select only if your project has a countywide benefit)

In what stage of innovation is this project, program, or initiative?

Pilot or new project, program, or initiative (testing or implementing a new idea)

What is your understanding of the issue that you are seeking to address?

Destination Rebuild addresses the confusion, overwhelm, and decision paralysis that wildfire-impacted homeowners often face after losing their homes. While many receive plenty of information about insurance, permitting, and rebuilding, they’re still left asking:
- Can I afford to rebuild?
- Should I rebuild or sell?
- What are my real options based on my insurance payout and other financing?
The core issue is that these homeowners lack clear, personalized, and strategic guidance to navigate one of the biggest financial and emotional decisions of their lives.

Describe the project, program, or initiative this grant will support to address the issue.

Destination Rebuild fills the critical gap between generalized information and actionable, individualized support by providing a structured, hands-on approach that helps wildfire-impacted homeowners:
- Understand their true rebuild buying power
- Maximize insurance claim payouts
- Assess whether rebuilding is financially and logistically feasible
- Explore smart alternatives like preparing their lot for sale with permit-ready plans
- Move forward confidently through every decision, every dollar, every step

Describe how Los Angeles County will be different if your work is successful.

If Destination Rebuild’s work is successful, Los Angeles County will become a model for dignified, coordinated disaster recovery. Fire-impacted families won’t face years of confusion and stalled decisions. Instead, they’ll have a clear, step-by-step process to make confident choices—whether to rebuild or prepare their land for sale.
This support leads to faster, more equitable recovery, especially for seniors, low- to moderate-income families, and those most at risk of displacement. Neighborhoods will see fewer stalled projects and more stable outcomes, enabling cohesive recovery, stronger rebuilds, and preserved community ties.
The County benefits from better outcomes, increased trust in the recovery process, and greater long-term resilience. By helping families navigate every decision, every dollar, every step, Destination Rebuild ensures recovery is guided with care, strategy, and integrity, and not left to chance.
